Annotation list shows a limited number of annotation layers #489

What steps will reproduce the problem?
1. I022_P009_D01, click Layers

What is the expected output? What do you see instead?
Expected to be able to see all annotation layers/scroll down to 
select/deselect. Instead, only the first ~8 are shown, and the last is hidden 
(in Safari browser). In Chrome/firefox, the last annotation layer is blocked by 
the "add" button.
