projects folder not working when project contains non-existent or disabled user #504

What steps will reproduce the problem?
1.Logging in to IEEG.org with my username, pw on IE, Firefox, or chrome

I see two pop ups that state: "You are not authorized to perform this action". 
The Projects tab does not load (usually loads after 30 seconds or so). Need to 
be able to add users to the BE521_S15 group.

Lowering the priority of this since we got your projects working again and know 
how to avoid it in the future. I will fix things so that a non-existent user 
does not completely disable the Projects list.

Non-existent users should now be ignored when constructing a projects list.
