Config Tool: service without any hosts cannot be selected anymore #1359

Thruk 3.12 from OMD 5.30 / Config Tool:

If I remove all hosts from a service, I cannot reuse the service again via Config Tool, have to add in config file the 1st host again to reuse it via WebUI
