Switch base image to Debian 12 #157

No great hurry, but nice to do eventually. Preferably coordinated with similar base image updates of the other Snikket server parts.

If pyScss has a release that includes https://github.com/Kronuz/pyScss/pull/426 then that commit can be dropped.

This now fails to start because of https://github.com/miguelgrinberg/aioflask/issues/10
