Fix SPARQL endpoint instability #461

Updated the docker image from the outdated tenforce/virtuoso:1.2.0-virtuoso7.2.4 to the current openlink/virtuoso-opensource-7:7 (refers to 7.2.6 right now). If it becomes unstable again, please give it in this issue. However despite adapting the configuration by @SebStaeubert, there is still a problem with the OntoWiki, which is not visible in the logs. Investigate.

OntoWiki works again now after configuring config.ini there again, it seems to have been overwritten during the update. Hopefully the SPARQL endpoint update resolves the instability, if not please reopen this issue.

Still stable on in September 2021.
