[Feature Request]: Rechecking out already checked out consumables #14833

Is your feature request related to a problem? Please describe.

The problem is the system has no feature to re-checkout the checkouted consumables because the understanding is once it is checked out it is used and it will not be checked out again.

Describe the solution you'd like

One department at Main Branch of the company releases the consumables to diffrent branches. Responsible person for each branch needed to recheckout the consumables to individuals. What I needed is checking out the consumables from Main Company to each branches and then the responsible person on each branch company will again check out the consumables for the last time. and on the third round there will be no more checking out the consumables. Generally I needed the consumables to be checked out twice.

Consumables are not intended to be checked back in - they are consumed. If you require checkin functionality, you may wish to use a different item type (component, asset, etc)
