when timezone is changed dashboard doesn't update #15638

Describe the bug

When i change the current timezone from UTC to EST, my dashboard doesn't update regardless of what i do if its checkin, checkout, adding assets or users it doesn't update. on the latest version of snipeit, but note if i change it back to UTC it updates.

v7.0.13 build 15514 (gdc0949da7) PHP Version:8.3.12

Reproduction steps

1.Edit .env file

  1. Change timezone from UTC to EST 3.Clear Cache
  2. Restart IIS Server
  3. Checkin or Checkout any asset or update anything on the platform ...

Expected behavior

Just not updating the dashboard

The was a fresh update from a migration that was complete and update with new products yesterday.
