[Feature Request] Option to Checkout Assets to Users Outside Assigned Company

Is your feature request related to a problem? Please describe. Our Snipe-IT instance has Full Multiple Companies Support enabled. We have multiple admins and companies assigned to different assets. However, we share the same userbase. This userbase is automatically populated by LDAP (~1000 users). Some admins cannot checkout assets to individuals, not in the same company.

Describe the solution you'd like Continue to enable Full Multiple Companies Support to keep assets segregated. Allow the option to disable Full Multiple Companies Support isolation for "People". The option to checkout items for those outside the admin's assigned company would be great.

Describe alternatives you've considered We can disable Full Multiple Companies Support, but we like the features it offers.
