move log creation into its own log package #153

currently, thisd is mixed in with the bootstrap, but should be in a new log package which has a New funciton exposed.

the cfg package was accidently put into wrong location, wil move this inside app. Also configRunner was put into wrong location, so shuld be moved from command into cfg.
