dependabot.yml: Let's try with quotes and without reviewers #144

Before accepting this PR, have you done this stuff? https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuring-dependabot-version-updates#enabling-dependabot-version-updates because I think your file is already correct.

My changes are mostly copied directly from https://docs.github.com/en/code-security/dependabot/working-with-dependabot/keeping-your-actions-up-to-date-with-dependabot#example-dependabotyml-file-for-github-actions. If this works OK the let's re-add reviewers after a few successful runs.
