Global 3D frame options #56

Add a global UI panel for the 3D frame options - needs to come before #51

What gui options would be on this panel? Just the auto rotate?

I'm thinking all of the options I currently have in the hits and tracks frame (seeing geodesic geometry, types of tracks displayed, etc.)

I'm not sure these should be global, I could imagine wanting multiple 3d frames with differing displayed information.
