fixes for fixed release downloads #106

Fixed releases of rat & rattools have the same tag and zipball name. Adding _download_name allows snoing to differentiate between the two downloads.

Ah annoying. Although I think you have the labeling backwards, the tar name should be the name of the tar file and the download name should be passed to github.

Annoyingly, zdabroot looks for a RATEvent__g++ library in rattools-4.2, which only exists without the suffix. rattools-4.1 won't compile at all. Are they both just snapshots of the current branch?

No, they are tagged at the same time. I'll take a look later. Otherwise looks good.
