The dependencies for RAT should follow the versions required by the scons files within RAT.

Closing this; see explanation for version differences in tps://github.com/snoplus/rat/pull/1475. The only way around this would be to retrospectively fix the ROOT requirement in rat's SCons config. I agree that we should do something more consistent in future (I guess I can submit a PR to RAT each time the ROOT an operating system necessitates a newer version).
