filtering of posting lists for mods, also more system-wide update listings #214

to quickly see all outstanding posts that need mod decision

There are already per-project newedits and newcomments. We should probably consider a way to combine those even. And there should be system-wide update listings.

These listings will show things visible to each user, so will show unapproved items needing a moderator's attention. We just then also need a filter option to show only those unapproved items.

This old ticket isn't really relevant anymore. We'll see how things go with the present notification and feed systems.
