Improvement

Add a new github action to generate the container image
Login to quay.io snowdrop org
Build the release-manager usign the following image name quay.io/repository/snowdrop/release-manager
Tag the image pushed using commit sha or github tag when a new officila release is out

REMARK: This image will be used with the Job instance running on k8s
