SNOW-878083: Update libsnowflakeclient to 1.0.4

This is mainly for getting retry strategy implementation from libsnowflakeclient, while as a result following updates also included:

• update openssl from 3.0.9 to 3.1.1
• update curl form 8.1.2 to 8.4.0

This PR doesn't really need review as long as test passes. Will make separated PR for adding connection parameters.
