revert the code change introduced in PR: https://github.com/snowflakedb/snowflake-connector-python/pull/1899 this is a breaking change, we have yanked the release v3.8.0. release a newer version 3.8.1 reverting the breaking change.

for the change itself, we should do the bug fix in the future in a non-breaking way.
