SNOW-899949: Upgrade Scala to `v2.13`? #48

Hi snowpark team, I'd like to try upgrading Scala to v2.13, the same version we're using if that's possible. Wondering does that sound good to you or are there any concerns? (e.g. would it be possible to release a new major version with Scala v2.13?)
