Bug description

You can steal items out of a shop with pistons and hopper minecarts

Steps to reproduce

1. Create a shop
2. Break two blocks on the right of the shop
3. Place a piston and pull out the block below the shop
4. Place a rail under the shop
5. Place a hopper minecart on top
6. The hopper minecart pulls out the items in the chest shop

Expected behaviour

You shouldn't be able to pull out the block below the shop and place a rail there.

Actual behaviour

You can pull out the block below the shop and place a rail there with a hopper minecart on top.
