Build runghc instead of runhaskell #670

I noticed that the Make build systems builds runghc instead of runhaskell, so I did the renaming.

This seems to also remove a couple of hacks from Hadrian.

@alpmestan This touches the testsuite and bindist slightly, so please have a look if I'm doing the right thing.
