Refactor CI/CD using release-manager #98

There's lot of SBT-specific magic in CI/CD right now, which is not consistent with other our projects.

Note: don't forget to re-enable tests in assembly.

Hey @rzats, if you don't know how to do this you can use snowplow/snowplow (with multiple apps) or Scala App Template (single app, as sauna) as examples.
