Changes in this PR affect the following:

logs/meter windows should no longer flash on start briefly if appropriate Hide on launch setting is ticked for them
Always on Top setting should now be applied properly
Code should be more maintainable with introduced constants
logs window is no longer created in code, instead it's handled with tauri config
