tracker_error_alert and status_code is -1 #621

My tracker is ok, but sometimes I received tracker_error_alert and status_code 
is -1,
is this means connection refused, status_code is 502 and this means timeout but 
I don't know -1?

libtorrent 0.16.13
OS: windows server 2008 R2

if the error is not caused by an HTTP status code, it's set to -1. There is an 
error_code field called "error" you can inspect for lower level errors.

It's not clear to me what this ticket is about. Are you experiencing something 
you think is a bug?
