Pausing and resuming doesn't connect to peers #662

This is reported by qbt user with libtorrent 0.16.16+svn9872 on Windows 7.
Actual bug report with links to video showing the problem:

When the user adds a torrent it starts downloading almost immediately. However 
if he pauses it and then resume it(after 2-3 seconds) the torrent takes a lot 
of time to reconnect to peers.

He reports that utorrent doesn't have the problem.

I have faced similar issue with libtorrent 1.0. Force-reannounce seems to 
resolve it sometimes.

I cannot reproduce this issue. is there any chance anyone who can reproduce 
this can build libtorrent with session stats enabled, and post the resulting 
logs?
