slow upload rates, 1.0.1 10x slower than 0.16.17

I'm having issues with my upload rates for seeded torrents. For example, on 
same setup utorrent maintains sustained 8Mbps upload rates to 4 peers on 1 
seeded torrent whereas deluge with latest compiled liborrent-rasterbar gives 
25KBps on same seeded torrent. I sometimes do hit good upload rates on 
deluge+libtorrent but they are very short lived. Download speeds are fine. 
0.16.17 hits around 300KBps. I spent hours configuring deluge to try to find 
any culprits.

I'm pretty sure this was fixed a few week ago, and should be in the 1.0.2 
release I just uploaded to sourceforge. Please let me know if you still 
experience this in the latest version.
