Building without sns3/data #32

Hi,

I would like to hint that building without the files in the data folder failed on my side. Apparently (at least) the file data/sgp4/constants-gen.cc is required for building.

I have simply imported the sns3/data folder before building.

Could you try building on dev branch which is supposed to fix this issue ?
