Not documented that tags are case-insensitive #20

Reason for disagreement: Okay, the behavior aligns with the UG explanation so it is not a FunctionalityBug. Instead, it is a FeatureFlaw.

Since the situation that a user would want to add two tags that contain the same characters but have different capitalisations to mean different things only occurs in rare occasions, the severity low is justified.
