Change the name "setup.json" -> "config.json" #187

Since there is "setup.py" for completely different purpose, the name is confusing. Therefore, I want to change the file name to "config.json" and the variable names in the codes as well.

I will implement this and release a new version because we need to apply the proxy server address as a global variable quickly. Is there any problem? @kangz12345
