For this PR I took the default Ubuntu Budgie 19.04 install and ensured that all relevant apps that are covered by this icon theme are covered.
Following apps have been symlinked: clipit-trayicon gnome-contacts gnome-system-monitor lightdm-settings gnome archive manager gnome disk utility gnome logs gnome mahjongg gnome mines gnome sudou gnome 2048 gnome-control-center gnome-font-viewer gnome-baobab gnome-screenshot d-feet
Also fix a few icons where they have been symlinked to symlinks
