The background for pidgin chat popups are white when using ubuntu 14.04 (gnome 3.10.4, libgtk 3.10.8). It's only the popups that automatically appear in the center of the notification bar. The ones that pop up to the right of the bar when you select an open conversation have the correct dark background.
I don't know what terms are used to describe these different elements, or I'd give better info.
Here's the best screenshot I can get. Hitting printscr causes the popup to dismiss, and the system seems to grab the image while the popup is fading.
The correctly colored notification that I can choose to display does not dismiss while I take a screenshot.
