Using the latest version from here (GitHub).

The issue didn't exist in the "packaged" version of Paper on opensuse - home:snwh:paper paper-icon-theme-thg

Went back to the "official release" from opensuse:

paper-icon-theme-1.3.git+1475704478.00b1750-9.1.noarch

Same issue. Sorry for the confusion.
