Mv to use snyk-delta not relying on projects v1 endpoint

What this does

Brings snyk-delta to the minimal version required to get off the projects api v1 endpoint that is being decommissioned.

Notes for the reviewer

No functional change, simply version upgrades and node version upgrade.
