403 error in inserting ad codes in Manage Advertisments section

What steps will reproduce the problem?
1. Go to admin Advertisements -> Manage Advertisments
2. Insert Ad code and click 'Add Advertisement'

Result : "403 Error,Sorry, you cannot access this page."

Am using latest version

I am also having a problem in the "Manage Advertisements" section.  When I push 
the "Add Advertisement" Button I get the following error;

 Forbidden

You don't have permission to access /clip/admin_area/ads_manager.php on this 
server.

make sure you have uploaded all files including /admin_area/ads_manager.php , 
sometimes when there is no file found, apache is configured to throw a 
permission error.

i have the same problem everytime i make any change to website configurations 
and when i want add ads unit i get the same error error 403 you cannot access 
this page??????
