Add Groups in Admin Area is not working

What steps will reproduce the problem?
1. Login to Admin Area.
2. Click on Add Group under Groups Section in left sidebar.

What is the expected output? What do you see instead?
Expected output was to see a page where I can add a group. But I was see a page 
which says that you don't have permission to add group. I am logged in as 
administrator and have full privileges.

What version of the product are you using? On what operating system?
Version: 2.6 STABLE
OS: Linux

Please provide any additional information below.
