conversion process not started

What steps will reproduce the problem?
1. upload the video
2. video uploaded sucessfully, data saved, video moved to files/temp directory
3. video conversion not started

What is the expected output? What do you see instead?
In tools-conversionque the video is pending.....

What version of the product are you using? On what operating system?
vr 2.6 

Please provide any additional information below.
my hosting server has latest ffmpeg,flv and all the other tools
