Cannot Close Site #411

What steps will reproduce the problem?
1. Login
2. Change toggle to "site is closed" Yes
3.

What is the expected output? What do you see instead?  Site remains open.  
Seeing more than 1 Admin logged in

What version of the product are you using? On what operating system?
2.6  Linux

Please provide any additional information below.

Originally had issue with uploading videos, asked hosting support to assist.  
After support corrected video upload issue I was then unable to move any where 
in the site without being directed to a page telling me the site was closed. I 
have no access as admin to anything on the site.
