captcha issue #439

What steps will reproduce the problem?
1. Enable Signup captcha plugin.
2. Now if you go to the registration page you can bypass the captcha just by 
setting the cb_captcha_enable hidden field from yes to no.

What is the expected output? What do you see instead?
It should trigger wrong captcha error

What version of the product are you using? On what operating system?
2.6 r-738 Fixed

Please provide any additional information below.
Captcha setting shoudn't be managed in the POST request but in the database.

Dear all,
i'm having planty of fake registrations. 
I see from the topic that it has been merged with Captcha Issue, we changed it 
twice but fake registration keep coming.
I see you fixed the issue 439 in "revision 1116" not clear how.
may i know How? thanks
