Uploading *.mp4 files Unsuccessful

What steps will reproduce the problem?
1. ftp upload into *.mp4 into 
/public_html/dancerstoob.com/clip/files/mass_uploads
2. Or, single/multiple uploads
3.

What is the expected output? What do you see instead?

File uploads, placed in files folder temporarily then deleted.
No video remains.  All videos uploaded get deleted. 

Clip bucket shows video of 0.0kb in size. 

What version of the product are you using? On what operating system?

Version 2.7 Beta

Please provide any additional information below.

It would be nice to have the permission in Admin section to configure "all" 
video converting settings etc..

It is need to configure "not to convert" certain file types such as mp4. They 
need no conversion.

Put an option to allow Admins to "not-convert" certain video file types with 
certain extensions
