Disable Submit Now button until video has finished uploading #523

If you upload a video, and submit before it finishes uploading, it will return 
you to the upload a video page - disregarding any upload progress and anything 
you filled in for the video information.

What steps will reproduce the problem?
1. Upload any video
2. press submit button before finished uploading
3.

What is the expected output? What do you see instead?
