Error upload new language file. #533

What steps will reproduce the problem?
Test 1;
1. Export the language from Clipbucket 2.6
2. Upload de xml to Clipbucket 2.7

Test 2;
1. Export the language default "English(en)"
2. Upload de xml file exported

Both the tests happend the same thing.

What is the expected output? What do you see instead?
:When i click at Edit Phrases every Phrase field are blank.
I check at cb_phrases table and there the phrases are blank too.

What version of the product are you using? On what operating system?
: clipbucket-2.7.0.5
: CentOS release 6.6

Our Dev team has 
exported the language XML file 
changed tha name of language 
and uploaded in cb 2.7 
and it works fine
