Add a config option for delay between rendering actions #81

This seems to be helping my GPU usage significantly in certain game scenarios (30%+ usage -> 5%) . The existing "fps" option does not seem to work when set to > 0.

43f5302 fixes the fps bug, please test if it works. no need to import a new config entry for this function.
