There are a bunch of states that exist in HOI4 purely as an artefact of the smallest unit of ownership being a state. There is no reason for these to exist in Imperator mods, as the smallest unit of ownership (and transfer of ownership) is the territory.
All of these states should be merged into other states in the region at minimum. In the long-term, replacement of most of the HOI4 state setups is likely.
