Well that makes it easy to calculate private spending, and hence stuff like GDP
Whenever amenities are consumed, they're purchased unless the state is giving them out for free. So the consumption gives the amount of wealth that goes from the consumers to the vendors (that would be things like upper strata, foreign traders)
And we can also easily calculate consumption tax
ATM lower strata of pops produce roughly 1 good. Each good provides 0.5 monthly amenities, which is enough to sustain 50 pops... needs balancing but not sure what yet
