Goods produce 3 times over on the second quarterly check #280

On the second quarterly check for producing goods, around April, stockpiles increase by 3x the local goods production. They don't seem to do this at other times of the year. See https://github.com/sobisonator/imp19c/commit/1b389f14e5476dc148a3c15b1b20a485d6a6b685

Resolved - the delay on on_actions is from the start of the on_action period, not from the last delay.
