I think it should work if every stock owner gets a payout of wealth whenever the stock they own is consumed.
A payout from the total wealth paid into a governorship for that good
So let's say £1,000 in purchases goes into a governorship buying grain
Well then all the owners of grain get a proportionate payout of how much was paid for that grain. Let's say upper strata own 50%, they get £500. The state owns 30%, they get £300, lower strata own 20% and they get £200.
