Pops should buy goods indirectly

At the moment all pops buy goods directly from the market.

Instead, "merchants" should pay for the actual trade shipments, then pops should buy the goods locally from those merchants.

The merchants could include:

• Corporations
• Pops owning trade businesses
• The state
