Internal factions #77

Internal factions are interest groups separate to, but interacting with the government, political parties, characters and pops.

Every country will have a percentage of "influence" held by each faction at any one time. The government or state itself does not hold influence, as this represents the interest groups which form parts of and try to exert pressure on the government; there will always be one force which pervades.

Factions with more influence will be able to start event chains to change the country in their interests, or possibly even have a sympathetic character with a similar political agenda take over.

Characters may have affiliations with an interest group, depending on levels of influence.

In democratic societies, the influence of factions will alter the voting behaviour of citizens in the country.

When factions share large portions of the influence but none have the majority, they will go into conflict for dominance. The player will be challenged with mediating this conflict, or picking sides.

Factions:

States should be able to spy on and influence factions within the country.

Factions should have 2 values which are important to the player / country - and these are the same as estates in EU4:

Loyalty and Influence

Both on a scale from 0 to 100

Could the family mechanic be re-purposed to group characters into factions?

It seems to be possible to spawn characters and I've seen plenty of events in vanilla that can 'pull' minor characters into 'families'. So it seems possible that they could be used this way. There are a few defines that can be tweaked to have better control over this area.

Factions should be able to own portions of land or business in a province, like MEIOU & Taxes' estates

Something additional to this like the Societies view in CK2, characters with membership and ranks in the factions. Some societies could be international (e.g. Freemasons)
