identify DNS provider #220

As part of our migration away from ActUSA we moved our DNS to route53. Route53 doesn't yet respond on IPv6, although it does support AAAA records. This was temporary as we planned to migrate to Rackspace Cloud based on their sponsorship. Rackspace documentation suggested their DNS had IPv6 support, but once we got access it appears they also don't respond on IPv6. Similar to AWS' route53, they also only respond on v4 but do support AAAA records.

So time to review our options again and decide how to proceed. Ideal providers would:

Route53 has an API, is hosted and now supports IPv6 so lets stick with them. Rackspace presently donates our VMs, but don't support V6 for DNS. When they do we should re-open and consider moving.
