Create setup wiki page #38

I don't have access to create the wiki page but we should come up with a set of standardized instructions on how to get set up.

  1. fork the codebase.
  2. Do a git clone
  3. Set up locally
    1. WE NEED INSTRUCTIONS HERE
  4. Do work that requires featurizing
  5. Push to local fork
  6. Create PR against master branch of socallinuxexpo remote.
