Description of PR

Relates to: #511

Testing out the behavior for triggering our GHA action build tests in the comments so we are able to testing changes to a commenting action in an open PR.

UPDATE:

• Need to figure out why the gitlab integration is longer working out of the blue: https://github.com/socallinuxexpo/scale-network/actions/runs/4858019542/jobs/8659022807

  After looking into it this was due to the ref of the branch being parsed incorrectly and was resulting in the 400.

New Behavior

• rotated our gitlab action trigger token in testing all of this so
• leveraging a newer GHA comment action thats more current
• spun out follow up issue for deprecation warnings: https://github.com/socallinuxexpo/scale-network/issues/610

Finally ready go to :facepalm: GHA still has more deprecation but going to do those updates in a follow up since its another sizeable overhaul.
